The frequency with which a player bluffs determines the profitability of the bluff. If a player bluffs too little, they will never induce a fold and thus never profit from bluffing. If a player bluffs too much, they will end up folding their own hand more often than not, and thus also never profit from bluffing.
The size of the bet relative to the pot is a key factor in whether or not a bluff will be successful. If the bet is too small, opponents may call simply because the pot odds warrant it. If the bet is too large, opponents may fold simply because they do not want to risk so much money on a hand they may not be able to win.

In general, the best way to make opponents fold when you are bluffing is to bet or raise with a hand that has a good chance of winning if called, but is not the absolute best hand. The bet or raise should be of a size that is likely to induce a fold, but not so large that it is likely to be called simply because of the pot odds. And the bluff should be timed so that it is made early enough in the hand that opponents have not had a chance to gain enough information about the relative strength of the hands to call.
